Advisory Committee Bylaws
The name of the organization shall be Northern Lights Anchorage Basic Curriculum Advisory Committee (“Committee”) (4)
The object of the Committee shall be to uphold the philosophy of the Anchorage Basic Curriculum at Northern Lights ABC School as defined in the Approved Program Proposal and to advise, consult and assist the school’s administrative staff on matters relating to the Program (1)
Section 1. The Committee shall be nonprofit, nonpartisan, noncommercial, and nonsectarian. The name of this Committee or the names of any members in their official capacities shall not be used in any connection with a commercial concern or with any partisan interest or for any purpose not appropriately related to the promotion of the objects of the Committee.
Section 2. No member shall act in the name of the Committee unless so authorized by these Bylaws or by resolution of the Committee.
Section 3. The Committee supports professional ethics in regard to the personnel and School District Policy. (1,4)
Section 1. There shall be no more than nine (9) voting members of the Committee. Eight of these members shall be elected from and by the parents and guardians of students of Northern Lights ABC School (“Parents/ Guardians”), and one member will be the President of the Northern Lights ABC School PTA. (4)
Section 2. There shall be up to four (4) ex-officio members of the Committee. One shall be the school principal and there shall be teacher representative selected by the principal, one from the primary grades, one from the intermediate grades and, if there are middle school grades, one from the middle school grades. (1,4)
Section 3. Regular terms of the office for the elected Committee members shall be for periods of two years. The regular terms shall be so fixed that approximately an equal number of regular terms shall expire each year. (4)
Section 4. At the regular meeting held in March, a Nominating Committee of three persons shall be selected by the Committee, two from the Committee and one Parent/Guardian. It shall be the duty of the Nominating Committee to oversee the election, which will be conducted by two people, one from the Committee and one member from the Nominating Committee. The Nominating Committee shall (1) accept applications in the form prescribed by the Committee from any Parent/Guardian who wishes to be a candidate, (2) prepare notice with the names of the candidates and the candidates statements to be distributed to the parent body in April, and (3) prepare the ballot with all applicant’s names. (3,4)
At least one member of the Nominating Committee and at least one Parent/ Guardian shall be present to witness the counting of the votes following the closing of the voting in order to validate the election. Within one week following the validation of the election, the Nominating Committee shall (1) notify each candidate of the results of the election and, (2) send the results to the election to the Parents/Guardians of the entire school body in the traditionally accepted method of disseminating information to the Parents/ Guardians.
The election of new Committee members by Parents/Guardians of the school’s students will take place in May. Absentee balloting must precede the general election. It shall be the responsibility of an absentee voter to obtain an absentee ballot from the school office. A sealed, numbered ballot will be given only to Parents/Guardians of Northern Lights students who can present picture identification when signing the list to vote absentee. The absentee ballot so obtained must be immediately filled out by that identified voter on the premises and then dropped into the secured ballot box in order to be valid. (4)
Section 5. A person appointed by a majority vote of the Committee shall fill any vacancy on the Committee. Candidates must submit a written application in the form established by the Committee for this purpose. Candidates may speak on their own behalf at the Committee Board meeting in which the appointment will be made. The Committee member so elected shall hold office only until the next annual election. At that time any unexpired terms shall be filled by the normal election process. (1,2,4)
Section 6. No member shall serve more than two consecutive terms in office. (1)
Section 7. Active membership will be the only membership available. Members who miss more than two (2) consecutive regular meetings or four (4) nonconsecutive meetings, including special meetings shall be dropped automatically from the Committee. The dropped member may appeal at the next regular meeting if extenuating circumstances have caused his/her absences. The committee shall decide whether to reinstate the dropped member by majority vote. (1,4)
Section 8. Termination of a member can be voluntary or involuntary. Voluntary: A member can resign by written notice to the Committee. A vacancy shall be declared at the meeting at which such notice is given. Involuntary: A member can be asked to resign, be recalled or suspended by two-thirds vote of the Committee for cause. Recall action for a Committee member can also be initiated by a petition signed by fifty (50) Parents/Guardian of students at Northern Lights ABC School. No signatures on such a petition shall be obtained on school grounds. The special recall election shall be validated by the Committee and must be held within one month of the evaluation of such a recall petition. The Nominating Committee shall conduct said recall election with the same procedures as outlined in Article IV, Section 4 of these Bylaws. A simple majority of votes cast by Parents/Guardians of Northern Light ABC shall recall that member. (1,2,4)
Section 1. The officers of the Committee shall be a President, a Vice-President and a Secretary all of whom shall be elected by the newly elected Committee and from their number at the regular meeting following the election. The newly elected officers and board members shall take their seats as of August 15th. These officers shall perform the duties prescribed by these Bylaws and by the parliamentary authority adopted by the Committee. (1)
Section 2. The term of office for officers shall be one (1) year. No officer may serve more than two (2) consecutive terms in the same office.
Section 3. The President shall be the presiding officer at all meetings.
Section 4. The Vice-President, in the absence of the President, shall perform the duties of the President.
Section 5. The Secretary shall keep an accurate record of the proceeding of all meetings of the Committee and shall provide it to the Principal. (4)
Section 1. The regular meeting of the Committee shall be held each month, September through May inclusive.
Section 2. Special meetings can be called by the President or upon written request of five (5) Committee members. The purpose of the meeting shall be stated in the call. Except in cases of emergency, at least seven (7) days’ notice shall be given. (4)
Section 3. Five members of the Committee constitute a quorum.
Section 4. Committee meetings are open to the Parents/ Guardians, Northern Light Elementary School teachers and administrative personnel, Anchorage School District administrative personnel and guests invited by the Committee. Children attending the meeting who require supervision must be adequately supervised. Robert’s Rules of Order Newly Revises shall govern the code of conduct for Committee meetings. (1,2,4)
Section 5. Disruptive behavior at meetings shall constitute reason for requesting that a person leave the meeting. A two-thirds vote of committee members present is required, however, to ask a disruptive or disorderly Committee member to leave after one warning. Any member so requested to leave a meeting three times during a school calendar year shall be automatically dropped from Committee membership. If a member refuses to leave the meeting after being asked to do so by the required two-thirds vote of the Committee members present, that person shall be automatically dropped from the Committee membership. The President shall appoint such committee, standing or special, as the committee shall from time to time deem necessary to carry on the work of the Committee. The President shall be an ex-officio member of all committees except the Nominating Committee. (4)
The rules contained in the current edition of Robert’s Rules of Order Newly Revised shall govern the committee in cases in which they are applicable and in which they are not inconsistent with these Bylaws and any special rules of order the Committee may adopt.
Amendment of Bylaws
Section 1. These Bylaws can be amended at any regular meeting of the Committee y two-thirds vote, provided that the amendment has been submitted in writing at the previous regular meeting. (4)
Section 2. Bylaw amendments may also be submitted by petition signed by fifty (50) Parents/Guardians. Such amendments must then ratified by two –thirds vote of Parents/Guardians at the next annual election. (4)
Section 3. These Bylaws supersede any an all-previous Bylaws of the Northern Lights ABC Committee. (1)
